There are two ways
first, get you charmander (or charmeleon) and get it to about lvl 25
then you teach it dig (get it from rocket grunt behind house with police man)
then use ember on staryu and dig on starmie and you should be sweet. You could also, instead of erasing a move from your starter, you could go down to diglett cave, most digletts know dig and you can use that to win. (I got a pikachu and did it that way, )
Secondly you can get a butterfree and teach it confusion and get a pikachu in viridian forest and teach it some strong electric moves and you should beat her with those
