The "Truant" ability is reset with sleep and the game doesn't use it when it is asleep or frozen, even though it uses it on second turn moves like Hyper Beam. Sleep overrides Truant, and when it wakes up, it's turn is the attack turn. But Sleep Talk and Snore will not work through Truant as Snore attacks as if the Pokemon is awake already, which is also how Truant works.
It can learn Sleep Talk or Snore by move tutor or by breeding a male Whishmur/Loudred/Exploud that knows Sleep Talk or a male Teddiursa/Ursaring that knows Snore.
A better stategy for a Slaking is to teach a Mr. Mime, breeded Venonat/Venomoth, breeded Spinda, Girfaraig, Eevee/Espeon, Smeargle, Mew or Celebi Skill Swap (TM48) and Baton Pass in a double battle with Slaking. Have them use Skill Swap on Slaking, then Baton Pass out on the third turn after loafing around (or fifth, if you want to boost stats, first).

Slakoth isnt good...either vigiroth or slaking would be better...and for different reasons. Slaking is great for a double battle (provided the other pokemon has skill swap, since slaking has high stats, but otherwise it is still one to get), vigiroth on the other hand has vital spirit instead, making it able to attack like other pokemons without being possible to fall asleep. So depending on the use, either would be better.
