On the sims3 in order to make a vampire you need the expansion pack called: Sims 3: Late night
yes you can but you should have installed the sims 3 late night expansion pack and then in game you must find a vampire(at night ofcourse)try to get to know them and be friends then you can ask them to turn you into a vampire.hope it'll be helpful for you ;)
