You can perform as many special summons in a turn as you have available resources to do so, there is no hard limit. Yes, you can use Rescue Cat to summon a Tuner and another monster, and then use them in a Synchro Summon - the turn has a restriction on normal summons, but not Special Summons. (Also note, you do not 'tribute' the components for a Synchro Summon, you just send them to the graveyard.)

You are allowed to use Monster Reborn and similar cards, under most circumstances. The important thing is that the Synchro Monster must have been properly special summoned first. If the Synchro Monster ever goes to the graveyard without being properly summoned by Synchro Summon (ie, Starlight Road can do this) then the Synchro Monster cannot be revived like that. Similarly, if a Synchro Monster had its summon negated, it also can't be brought back from the graveyard. Last thing to consider is some might say "cannot be special summoned except by Synchro Summon" meaning the only way to summon it is by Synchro Summon, there is no other way, even if it was properly summoned first.
All Urgent Tuning does is let you perform a Synchro Summon in the battle phase, apart from that, all the regular Synchro Summon rules apply. Synchro Summon components must be face-up on the field - Urgent Tuning does not change this.

It can be substituted for any other synchron in a synchro summon, but you cannot use it to summon other Synchros. Now for the detail; Actually, it's simple. Send a monster from your hand to the graveyard (NOT discard, so it won't help the dark worlds) to special summon it. You can only use it for the synchro summon of a synchro that needs a synchron monster (eg Drill Warrior) and it treats itself as the listed tuner (eg Drill Synchron). So, you would normally synchro Drill Warrior(level 6) using Drill Synchron(level 3) and any other non-tuner level 3, like Marauding Captain (helpful hint; Marauding Captain special summons a level 4 or lower, so summon Drill Synchron and immediately synchro Drill Warrior!) Instead, you would use Quickdraw Synchron (level 5) and a level 1 non-tuner for Drill Warrior. My favourite combo with Quickdraw is to send Quilbolt Hedgehog from my hand to my graveyard to special summon it, then tune the level 5 QuickDraw with the newly special summoned level 2 Quilbolt for the Level 7 Nitro Warrior (which normally needs Nitro Synchron)! The main drawback, aside from Quickdraw's high level, is that the other synchrons have better effects. Drill Synchron let's your warriors pierce, and Nitro Synchron let's you draw a card when used for Nitro Warrior.
