I can only think of a couple. If you have a wireless router or a Nintendo WFC USB Connector, you can use wi-fi at your home. The Nintendo World Store in Manhatten has NWFC access. Those I'm sure about. Maybe try any wi-fi hotspot. I don't think every hotspot is Nintendo WFC compatible, though.
To go on wi-fi you will need a router(wireless or wired)if it is wired you will need to buy a LAN Adapter you can get one from your local gameing store. Then for either router you will go to options on the Wii then you will go to Wii Settings then got to Internet, click on Connection Settings. Chose a connection(1,2,or3) click on it, then chose what kind of router you have(wired or wireless)if its wired it will detect your router and it should be over by then.If your router is wireless then you will have to scan for the router(sometimes a crap load of routers will come up, so chose the one with the greatest connection) then you should be connected unless you have a password for your router. For the DS its like the same thing but you can only use wireless.

No, you cant. There is no cheat to get onto Wi-Fi because you need an Internet connection via Wireless Router or USB Adapter, whih an Action Replay cannot supply.

Nintendo WFC was taken down in 2014. This is what regular DS games connected to when they went online. Now it is gone, you can no longer play regular DS games online, and that is true even if they are played in a 3DS (3DS games themselves use a different service).
use the Buffalo router because it is made to use the Wii and DS online stuff. It uses some weird thing so use buffalo .
