You can use a cheat, or Nintendo WFC, but you cant catch it in diamond or pearl.
Nintendo WFC was taken down in 2014. This is what regular DS games connected to when they went online. Now it is gone, you can no longer play regular DS games online, and that is true even if they are played in a 3DS (3DS games themselves use a different service).
