Yes it can, if appropriate. Great Maju Garzett's ATK is set by a continuous effect, which is applied immediately as soon as the monster is successfully summoned. The process looks like this:- Player A tributes a monster and places Great Maju Garzett on the field.- Both players have a chance to negate Great Maju Garzett's summon. If neither player does, it is considered to be successfully summoned.- Any of the monster's continuous effects will now apply. Great Maju Garzett's ATK will be set, it is considered to have been 'summoned with' this value.- Now both players can respond to the summon. If Great Maju Garzett's ATK is high enough, then Bottomless Trap Hole can be used.

It won't work. Great Maju Garzett only looks at the card's Original ATK, ie, the printed values. Power Bond and Limiter Removal change the monster's Current ATK but not the Original. So if you tributed it for Great Maju Garzett it would ignore the attack bonuses and only look at Cyber End Dragon's Original ATK of 4000.
