You can get entei by action replay and i have action replay but i only use it to find legendaries such as the 3 legendary dogs or lugia etc. Hope this helped!!!!

no.it depends on your 'starter' pokemon,not if you caught all of the other starters or got them in trades. By the way, they are the legendary cats, not dogs. The Pokemon Company revealed that Raikou is a tiger, Entei is a lion, and Suicune is a cheetah.
