There are only two ways to get a Cyndaquil in Pokemon Black/White, and neither of these ways lie withi tall grass (can't be found naturally in the wild).The first way is to trade with another person who has Black/White.The second way is to use the Poke Transfer Lab to obtain it from an earlier Pokemon game (DS only).
You cannot catch it in the wild, obtain it, or find it in a special place. You'll need to trade for one or transfer it from the older DS Pokemon games.
There is no Contest Hall in Pokemon Black because Pokemon Black does not have Pokemon Contests. Instead of Pokemon Contests, Pokemon Black has Pokemon Musicals. Pokemon Musicals are held in the Pokemon Musical Building in Nimbasa City.

Cyndaquil, because he can learn a LOT of moves when he is bigger and I chose Cyndaquil and my Rival took Totodile and I CRUSHED him. second best Totodile sorry but Chicorita is not that good :P

The US Release Date is unknown currently but it'll definitely be in the early part of 2010 as well as a spinoff game which continues the storyline from Pokémon Mystery Dungeon Explorers of Time and Darkness called "Pokémon Mystery Dungeon Explorers of Sky."
