well,you basicly can,but not in the oringinal mode.you have to either beat the Pokemon league first or get the national pokedex.either way,you can,but you need to catch it in either Pokemon plantum,firered, or leafgreen,but be aware that if you migrate it to any of your ds Pokemon games then trade it to Pokemon b/w, you cant trade them back.
