Any water Pokemon besides magikarp and also linoone can learn surf as well.
No, Surskit is one of the only Water Pokemon (along with Wingull and Magikarp) who cannot learn Surf.
I dont think so. I'm not really sure
All water Pokemon except for Magikarp can, but when Magikarp evolves into Gyarados, you can teach surf to it. Magikarp is a useless Pokemon unless it is over level 20, by then it would have turned into a gyarados(unless you cancelled the evolution.) gyarados is amazing
Magikarp can't learn any TM moves.

Yes, almost all water types can learn surf (excluding Magikarp). Even some rock types can learn it ( a.k.a. Rhyperior) If there weren't any Pokemon that learned surf, surf would not become a move.
you get surf in the ecruteak dance theatre after you beat the team rocket grunt, then the guy with a psyduck give you it.all water types except foe magikarp can learn it
