What Pokemon can learn surf in Pokemon emerald?

All water Pokemon except for Magikarp can, but when Magikarp evolves into Gyarados, you can teach surf to it. Magikarp is a useless Pokemon unless it is over level 20, by then it would have turned into a gyarados(unless you cancelled the evolution.)

I think Almost every electric type could learn surf but if you have dive you see Pokemon who knew dive

Edit: I think you meant water type. And I know that linoone can learn surf but I'm not sure about any other ones.

Most water types. Wailmer and Wailord are my personal choices for that move, because Wailord can also learn Dive and Waterfall.
