In the movie, we don't get to see. He goes visibly psychotic, he slits Sweeney's throat, he walks away, and that's the last we see of him. On stage, Johanna & Anthony lead the police to the basement to find Toby cranking the grinder, but in the film, it fades away from the shot of Sweeney cradling his dead wife, both dead. We're left to assume for ourselves the fate of Toby
Toby is a boy who is taken from the workhouses in London by Signor Pirelli. He works for Pirelli as his crier, a person who advertises him. After Todd kills Pirelli, he and Mrs. Loveitt takes Toby as their own crier and a son figure. Toby then discovers why Mrs. Loveitts meat pies are a sudden success and hides in the baking room sewer. After Todd kills Mrs. Loveitt, Toby comes out of the sewer and slits Todds neck with his discarded razor.
The movie is based off of the stage production of the musical Sweeney Todd. It features songs from the original production (however those who are familiar with the score will realize that some songs were shortened or eliminated all together).
The musical is a story about a man named Benjamin Barker (who reinvents himself as Sweeney Todd). Benjamin Barker was wrongfully imprisoned for 15 years, by corrupt judge named Judge Turpin. Turpin had taken a liking to his wife, Lucy Barker. So he raped Benjamin Barker's wife, took his daughter, Johanna as his ward and sent Benjamin Barker to prison. After 15 years with the help of a young sailor named Anthony Hope, he was able to escape and return to London for his revenge. As he returned to his barber shop he finds a lady by the name of Mrs. Lovett has moved in and opened up a meat pie shop where she serves the "worst pies in London". The two characters join together in order to exact revenge on Judge Turpin. In order to do this Sweeney slits the throats of unsuspecting customers as he waits for Judge Turpin to return to his barber shop. While Sweeney slits their throats, Mrs. Lovett is in the bakehouse below turning the customers' bodies into meat pies.

Toby becomes increasingly suspicious of Sweeney and believes that he is a genuinely bad person who could potentially hurt Mrs. Lovett, who Toby essentially reveres much like an adoptive mother, being completely oblivious the whole time that she is his willing partner in the murderous endeavor. Ultimately, he is locked in the basement bake room by Mrs. Lovett to be out of the way when Beadle and Turpin arrive respectively, he finds a toe in a meat pie and then remains of people, confirming to him that Sweeney is just as evil as he thought, still not putting any blame at the feet of Mrs. Lovett. At this time, Beadle comes crashing down through the trap door, and a spooked Toby hides in the sewer and presumably stays there and listens as Sweeney dances around with Lovett and throws her in the furnace. He kills him out of revenge.
