I had to consult a photography book and a physiology textbook for this one once myself for a friend with the same kind of eyes. On close inspection, Rob's eyes are predominately a teal (blue-gray) color, but around his pupils, he has rings of brown (this two-tone effect in the eye is called 'central heterochromia'). When his eyes are illuminated with a yellow-red light, as with flood lights in a photography studio or with GOBO lights on a theatrical stage, they appear green because the blue color reflects some of the yellow-red light (blue + yellow =green), and the brown near his iris helps enhance this effect by drawing the yellow-red light to the center of his eye through chromatic absorption (dark colors like brown/black absorb light). That's why his eyes look green in some photos, and blue in others. This effect can also be seen in people with hazel eyes that seem to switch from brown to green depending on the amount of blue light in their surroundings (hazel eyes have a lot of gold in them, so blue + yellow/gold makes green).

On a side note, Rob's eyes are also unique because they show a definite yin sanpaku alignment. That is, the irises are not centered directly between his upper and lower lids: his irises are situated slightly high, so that a sliver of white sclera shows beneath them. This trait is rare and purportedly is a sign of high creative energy, intelligence, and physical exhaustion (often because yin sanpakus, as talented people, are driven and pushed too hard). Perhaps because of their status, or maybe becasue they seem to "sparkle," they're almost always perceived as attractive eyes in most cultures.

Rob shares his yin sanpaku eyes with other notables in our history who were seen as somehow exceptional in beauty, talent, or power, such as Marilyn Monroe, Abraham Lincoln, JFK, Johnny Depp, and Ronald Reagan.
