The people in the capitol have no idea about the suffering in the districts and the people in twelve do the best they can to stay alive without giving much thought to changing their way of life.

The first reason is- On the day of the reaping,Katniss's little sister, only 12 years old has defeated all odds and got chosen to be a tribute in the 74th annual Hunger Games. Right away, Katniss springs into action and volunteers for her as if immediately. This action completely inspired and touched District 12. The second thing that inspired District 12 is that not one but two people-Katniss and Peeta had won the 74th annual HUnger Games while at the same time, over powering the capitol!
