Considering when the sword was placed back in the stone, not only did the robot army return back to normal but also the two headed dragon, my guess would be that he did get his sight back even though the loss of his sight wasn't caused by magic. But it doesn't really appear that he did regain his sight. When you see Kayley running up to him once Ruber was defeated, you can see that Garrett seemed to be searching for her. And he still had his walking stick at when they were knighted.

First off its "Dantooine" and yes you can try downloading KSE- Kotor Save editor it lets you do many handy things including add quests to your active list. However many shun this apporach due to the fact that modding is "cheating" but who the hell cares its your game do what you want. but other than that just be careful it can get glitchy if you mod alot so as the saying goes "save often and in many slots. I had to go look at my Quest 1000x and could not find any hole in the sight, but my Quest is about 4 years old and Crosman may have added it to yours. Usually a sight with a small hole is called a peep sight. I have a notch sight on my rifle. The only other hole on top of the rifle is towards the back of the barrel and that is a Scope stop. Some scopes have a pin on the bottom pf the scope mount to place in the hole, this keeps the scope from moving when the rifle fires.
