Despite the episode or chapter where Sakura says she loves Naruto, that was only to stop him from chasing Saskue and getting hurt. Sakura always loved Saskue. You are talking about the Naruto manga/anime series, right?

Neither as of yet. but it will most likely be Sakura because he actually loves her. Hinata would never kiss him because she is too shy, but Sakura probably would. Sakura loves Naruto too and she isn't known as the shy type.
