The named insured must be the owner of the vehicle as you cannot insure a vehicle you don't own. Generally insurance companies allow immediate family members who reside in the home to be included on the policy as long as they are listed as drivers on the policy. If the vehicle belongs to someone not the named insured then the coverage is void. If the driver of the vehicle is not listed as a driver on the policy this would also be material misrepresentation and the policy would be void.
