Assuming here that you're a girl and you're talking about breast size, then yes - guys will like you even if you have a small chest. At least the right guys will.
Breast size is a very subjective thing to men; some guys prefer smaller ones, others prefer larger ones, others don't care. Some guys, though (often younger and/or immature ones) can get caught up in the socially-driven desire for women with large (even ridiculously enormous) breasts. This phase often passes, though. More emotionally mature guys have a broad preference (or even no real preference) for breast size - the personality of the girl is more important to them.
If you're concerned about breast size, there are solutions such as padded Bras and bra prosthetics you can use to enhance cup size without resorting to plastic surgery. In my opinion, any guy worth keeping around won't be overly concerned about your breast size. If that's a big concern to him, consider that a red flag!
