If what youre asking is why a guy wants your attention and stuff but doesnt want to like make a move towards a relationship that's a very good question. I think a lot of girls wonder that because guys are kind of stupid sometimes. Theyre in like competitions with their other guy friends and picking up girls is one of the ways to make them feel confident. So, a lot of times guys kinda just want to make you interested in them and play with your emotions a little bit but have no interest in a relationship. But, if this guy really is interested in you, he could be trying the best he can to have a relationship but could be too shy to ask you or out or have some sort of dilemma so hang in there :) hope this helps!
