Shortening a rifle barrel will reduce velocity (in most cases) but when done correctly does not reduce accuracy. The cut must be square with the bore, and the crown (end of the barrel) will need to be machined after the cut. The cut should normally be made on a lathe, and not with a hacksaw. BTW, 30 inches is a VERY long barrel for anything but a muzzle loading rifle!
The "crown" of any firearm is the front end of the barrel- the muzzle. It refers to a rounded shape of the end of the barrel.
The breech is the rear of the barrel, where a cartridge would be loaded. The muzzle is the front end of the barrel. When fired, a bullet is driven up the barrel, and out of the muzzle.
A silencer is a device that reduces sound signature, and are illegal. a muzzle is the end of the barrel.
