Call Colt, they will tell you. Yes PC1470 is a valid serial # for a Colt SAA Centennial model. There were 1501 produced in .45 LC and 1501 in 44-40 WCF
as well as 501 matched pairs. Serial #'s ran from PC0001-PC1501 on both caliber's. Another interesting thing if you have one of the 44-40's it is worth a bit more because they are the only 2nd Generation SAA's made in 44-40 wcf

Assuming you mean the Colt Scout Kansas Centennial which is marked on the left side of the barrel 1861 KANSAS CENTENNIAL 1961. Provided you have the original wooden presentation box, sleeve, all paperwork and the gun is absolutely new and unfired with in 100% condition, it would sell for close to $600. If you are missing any of the above, and especially if the gun has been fired or has any finish wear, the value would be about half that. sales@countrygunsmith.net
