There is an App Store app on the iPod Touch that is used to download apps.
If the app was free you can just down load it again from the app store If it was a paid app it should download on to your i device after syncing to your computer However if you are pc free you might not be able to download it again
Once you have downloaded an app, you can't download it again in order to have 2 copies of it on the same device. If you delete the app, you can then download it again. If it is a paid for app and you use the same iTunes account then you won't be charged again for downloading it.
