No it doesn't. If it closes up that means that it's healed and the hole no longer exists. The only way to wear jewelry in it is to get it pierced again.

The body is guarding the tissue while the piercing is healing, this toughening will ease off as the piercing heals. Be sure to stay on your aftercare routine.
Well you can wear makeup by and near your Monroe piercing but keep it away from the piercing it's self, make up tends to cause trouble with *unseasoned piercings (*piercings less than a year old). While we are at it be cautious with facial scrubs and the piercing as well, they can be hard to rinse out of the piercing if it gets into the tissue.
It depends on how long you have had the piercing. if its new about a couple mins to an hour maybe depends on the body part you put the piercing. if you had it for a while it could take a couple days to close or a month
It is possible that it will become more difficult to brush while the piercing is healing, however it will not remain that difficult especially once the jewelry is changed to shorter piece.
From personal expierince it doesn't hurt, but it can be kind of uncomfortable at first. Practice makes perfect. Also, from the piercing being moved around while kissing, sometimes the inside of the piercing can get stuck and hurt a little. This happened with my monroe.
The thing i do is get some warm salt water and a cotton bud and press the water around you hole but while you have the earrings in. This way it helps get rid of soreness and less chance of infection.
You can re-pierce almost any piercing if it has grown out. A few things to consider; anytime a piercing closes it form scar tissue so make sure your piercer is aware of a previous piercing. Also, while some piercings do sometimes "grow out" or reject, sometimes it is a matter of improper piercing placement. Be sure your piercer is certified and experienced.
Yes! Do NOT get any sort of lip piercing while you have braces because it can be extremely painful to have it get stuck in your braces. You could even end up ripping it out because they got caught together. Please just wait until you get your braces off(:
