Dunno about paint.. but you can use 'Indian ink' and a normal sewing needle.
I dunno how many people woke-up with tattoo's after passing out drunk where I live. Local politicions tried banning Indian ink in our town because so many people were waking up with face tattoo's... but I just buy it now on Ebay..

The only thing other than actual tattoo ink that one can use would be India Ink, but this gives you poor results. Get real ink, and have a real artist do it.
