If you are thinking of Ceramic or porcelain tile the quick answer is NO!!
The moisture in the adhesive/thin set will likely make the wallpaper release at the worst possible time. It needs to come off & the substrate needs roughed up a bit to give the thin set something to mechanically bond to.
If this is a wet area like a shower or tub surround DRYWALL is a NO NO too, should be green board.

Yes you can place a vinyl wallpaper over and over, but it will not be long lasting.
Firstly you can try to wet them hot water. But you need to keep them wet for some time. Slowly you will be able to realize that the wallpaper tile is getting ready to be removed.

You can tile over existing tile although it isn't reccomended. You would be safer by removing the tile and then installing the new tile. But, if you wanted to tile over existing tile you would have to make sure all the tile is even and not lose. If the tile is lose or uneven it will caused the new tile and grout to crack or pop out.
can you just wallpaper over paneling and not do any thing else if it has small groves
Yes, it is possible to lay new tile over existing tile as long as the existing tile is in good condition and properly prepared.

Yes you can
To install tile over existing tile, first clean and roughen the surface of the old tile. Apply a bonding agent, then spread thin-set mortar over the old tile. Place the new tile on top, pressing firmly to ensure adhesion. Grout the tiles once the mortar has dried.
you can put it over but the wall will look a bit fat
