No, you cannot. The Restore is a last-ditch-effort feature when something is wrong on your iPod, so losing all of your songs is going to happen.
You should be able to easily drag the songs from your iTunes library back onto the iPod if you put it in the library (if you didn't, do it next time so you won't have to buy all of your songs again!)

plug your ipod to the computer, open itunes, select Music and manually transfer the song to the ipod

You can download music without losing songs. Unless your iPod doesn't have any more room for music. You can download songs from iTunes. You can buy songs form the Apple store or you can download songs from a CD. You can put music on your ipod by dragging the song(s) to the little iPod logo, located on the right hand side of the iTunes menu.

you have to transfer all your songs to itunes before you send it to repair or restore it.
you have to many songs on your ipod so it deletes one whwnever you download one.
The ipod nano 4gb can only take 400 songs because that is as much space you have left on your ipod. I suggest you restore your ipod and then try putting more songs on it.
when you restore an ipod it doesn't delete your songs or apps but it will delete your high scores from the last time you sync your ipod.
