No It cant but there is a high risk of killing nerves and other dangorous outcomes. It is highly recommended to be done PROFETIONALY NO but....it can get badly infected even if you do get it professionally done

Some swell badly and other swell mildly but all tongue piercings swell to some extent, it's the tongues normal reaction to trauma and helps set the healing process in motion. That is why we tell clients to keep popsicles and freezes on hand as much as possible during the first few days post piercing. Just helps the piercing heal a bit better.
If you got the piercing done at a professional body piercing studio there is no reason to remove it and removing it after just getting the piercing done would be the number one worst move to make. You should (if you choose to remove the jewellery) wait at least 24 ~ 48 hours after the piercing has been done, this way you wont bleed to badly. Now if the piercing was done by a hack and not at a professional studio, then I would consider getting a tetnus shot from the doctor and remove the jewellery in 24 ~ 48 hours.

Yes, it is possible. As long as you have about 1cm of space between the tip of your tongue and your tongue frenulum, you can get this part of your tongue pierced. You may also get your tongue pierced off-center, either to the left hand or right hand side of your tongue, if you are too tongue tied to have a central tongue piercing. If neither of these is possible, and you still wish to have an oral piercing, then a tongue frenulum piercing or a "smiley" piercing are optional._________________________It should also be noted that an oral surgeon can perform a lingual frenectomy which will allow you more room. It may mess with your speech for a few days to a couple weeks but your tongue will be more nimble in the end and may in fact improve your speech. No but you can burn it badly.
The two blue veins that run along under your tongue could be punctured.Your tongue could swell so badly that it engulfs the jewelry.You run the risk of damaging your gums and teeth.
Your going to have to try again with that question, the way it is written it makes no sense. I have no idea what you want to know. I will tell you to do yourself a big favor and avoid tongue piercing. If they do not know exactly what they are doing they can screw up your speech really badly. Also, pierced tongues tend to get infected often, the mouth is full of germs.
6 weeks is a good time period, you are over the swelling and the piercing is well under way with the healing so placing the retainer in it won't irritate the piercing too badly.
