Your Orthodontist will have a fit, the whole idea of braces is to fix your teeth and the thought of a piece of jewellery rubbing against the braces and the tooth enamel will drive him or her up the wall and may result in them ordering you to remove the piercing until the work with the braces is complete. Yes they can do that and yes they will charge you more for the dental work due to the piercing.

Yes! Do NOT get any sort of lip piercing while you have braces because it can be extremely painful to have it get stuck in your braces. You could even end up ripping it out because they got caught together. Please just wait until you get your braces off(:
