I think if you leave it open long enough then it might go bad, but probably not. Does pen ink have an expiration date? I don't think so.
According to several tattoo forums, it goes in black but fades to a graywash color. It has a very harsh smell and is alcohol based. It can work, but overall, it is not a reccomended tattoo ink.

MOM'S Ink, Skin Candy, Intenze, and Kuri Sumi. These are the only tattoo inks I trust and are most popular. Use the wrong tattoo ink and you'll get a crappy faded tattoo.

technically yes, you could scar the body in a designed manner. But no, you cannot really get a tattoo with pen ink. You will most likely get ink poisoning
Pen ink implies a home done tattoo that is lacking in the proper equipment and very likely not done in sterile conditions. Anytime there is a risk of infection there is a risk of death. And chemicals in the ink may cause additional complications.
The thing that you can buy for your pen is an Ink Cartridge. And the thing that makes your pen work is an Ink Cartridge
Quite simply, NO! This is ink that is toxic when introduced to the bloodstream, not that you should be going that deep to begin with, but you are never to use this kind of ink. If you for whatever reason can't get your hands on real tattoo ink and real materials, at least use India Ink. The results will look quite clearly home done and will probably fall out for the most part while healing, but it is at least non-toxic to you.
