Is pen ink good to use for tattoo?
Quite simply, NO! This is ink that is toxic when introduced to the bloodstream, not that you should be going that deep to begin with, but you are never to use this kind of ink. If you for whatever reason can't get your hands on real tattoo ink and real materials, at least use India Ink. The results will look quite clearly home done and will probably fall out for the most part while healing, but it is at least non-toxic to you.
Can pen ink work to do a tattoo?
It's what they use in prison, but it's not as good as professional ink. It fades out too quickly.

I am a Permanent makeup Artist and yes a pen Tattoo is Permanent, Obviously If doing a tattoo on the body it would be better to use a coil machine as it is a lot faster and goes in the skin a lot deeper, also tattoo colours are a lot brighter than permanent makeup pigments but small tattoo's can be done with a pen machine but I would leave the bigger, shaded tattoo's to the artists that specialise in body art. I would easily do a small arb tattoo on someones body but I would never venture into turf that does not belong to me and that I have no experience doing with a pen machine. Pen machines were designed for eyeliner, eyebrows, lips and scar camo etc but not to do tattoo's. with that said although the tat will be permanent you will probably need a touch up in a few years otherwise your tattoo is gonna look like crap 5 years down the line.

An ink pen, even the permanent type, can't leave permanent marks on the skin with normal use; no matter how dark you make the mark it'll wash off eventually.
