What does it mean when you call someones cell and you get message saying the subscriber you have called is not accepting incoming calls?
It means that they haven't paid their cell phone bill. The cell companies do this to help the customer "save face" in the event they're expecting an important call.

Why would a cell phone have a user unavailable message?
