the message you are getting the person you have called is temporarily unavailable is due to one of two possibilities 1)there mobile phone is switched off and they dont have voicemail active. or 2) the customer may have a partial bar placed to their handset by their network provider (if they are in arrears etc) which only allow incoming calls.. if this is the case it may not allow an incoming call to be diverted to voicemail, as this may be classed as an outgoing call from there mobile, which they are unable to do whilst their handset is barred. i found this at http://mosaixusergroup.com/ubb/Forum5/HTML/000319.html
