No. There are periods - especially during puberty - during which most men (and women) can experience homosexual urges, due to the increased hormone production experienced during this time. This does not mean that all men act on these urges, but several surveys conducted in the last few decades (most notably by Dr. Kinsey) have suggested that the majority of men have at one or more times in their lives, had a homosexual experience. There are of course some men that have a genetic predisposition to being bisexual or who become bisexual due to the destigmatisation of such activity/preference in modern society.
