You can only get Rotoms other forms on Pokemon platinum by getting the secret key over via wireless in summer 2009.Go then to the eterna galactic base and press A on a certain wall area to unlock a speical room were all rotoms forms are. In the card game i dont know but i do have 2 frost rotoms :)!!!
