You can only get Rotoms other forms on Pokemon platinum by getting the secret key over via wireless in summer 2009.Go then to the eterna galactic base and press A on a certain wall area to unlock a speical room were all rotoms forms are. In the card game i dont know but i do have 2 frost rotoms :)!!!

How do you use the Roton key in Pokemon platinum?
To use it, go to the Team Galactic Eterna City Building and stand at the very top left corner, facing up. Then press A. The game will say: "(Player Name) used the Secret Key!" A door will open. Walk in, and you'll find five appliances: a microwave, a refrigerator, a lawn mower, a fan, and a washing machine. Go up to one with Rotom in your party, press A, and it will say that Rotom wants to go into the motor. Let it, and it will change Forme depending on what appliance you selected. And the Rotom Formes are... Microwave=Heat Rotom Fridge=Frost Rotom Lawn Mower=Mow Rotom Washing Machine=Wash Rotom Fan=Fan Rotom
