Ignore the fool before me. You need to break rocks with pickaxes. It's at random as far as I've been able to see. Hope it helps.

Surf around the area south-west of mossdeep city. When you find small dive patches use the HM Dive. These small patches often are at first completely empty but look for a darker patch of ground press a next to it to find hidden items. Shards are common.

All types of shards may be found in rocks using Rock Smash. Blue ones can also be found on the Pokewalker route "Beautiful Beach"
