Joint top 3 - Malefic Truth Dragon, Five-Headed Dragon, Dragon Master Knight - 5000ATK
4th - Machine Force - 4600ATK
5th/6th - Rainbow Neos, Blue-Eyes Ultimate Dragon - 4500ATK
7th - Ultimate Ancient Gear Golem - 4400ATK
8th - Master of Oz - 4200ATK
9th/10th - There are many monsters with a printed ATK of 4000ATK. Obelisk the Tormentor and Cyber End Dragon are just two.
