To get a certain tree for a Pokemon and Smeargle, go to southeastern Battle Frontier with Pokemon that can use Surf (, maybe Waterfall, and Rock Smash (just in case)). If you have the Wailmer Pail, water that dancing tree that blocks your path. After battling and catching that thing, continue on to Artisan Cave, where only Smeargle appear. At the end of the cave, an exit leads to the northern part of Battle Frontier.
Also, if you catch all 202 Pokemon fn Hoenn, visit Prof. Birch and choose one of the Johto starters (Chikorita, Totodile, or Cyndaquil.)
Obtain 200 Pokemon in Pokemon ruby, sapphire or emerald, then go to professor birch and you get to choose one of the johto starters, then you migrate the starter you chose to Pokemon, diamond, pearl, or platinum.
you trade with others who has the kanto, johto, or other hoen regions
No. In Pokemon Emerald Version, you can only obtain Pokemon from generations 1, 2 and 3.

You can't catch Diglet on Emerald. You can obtain it from trade or hack (something I have almost no experience in)
