Training magikarp is a pain. It only knows splash when you first catch it. However, I recommend the map Route 3 to train it. Wait for it to use splash and quickly massacre the Pokemon that got splashed. This way magicarp can level up.
(Or if you have tons of cash, teach it a TM move)
I use route 5 for training. i use 3-4 weak pokemon i want to train at the front and 2 brute attackers at the back to get some extra exp off it. because rout 5 is long, my magikarp can gain about 3-4 levels during route 5.
firstly, it learns tackle at lv15 so you should level your magikarp to lv15.
Secondly to level it up, there are too ways either go to mt.moon 1 or ceruleon city 1 either way put your magikarp in the centre and it will earn exp as your other pokemon will do the rest of the job! Unfortunatly i have no idea what level magikarp evolves so i suggest you level it up (after it learns tackle) until it evolves into gyarados.

Wynaut is generally considered to be a good, but weak Pokemon. If you got it in Emerald, you may consider leaving it in the pokeball as it has a weak defense and offense.
I'm not sure. But if you catch a Gastly in either Burned Tower (Ecruteak City) or in Sprout Tower (Violet City) and train it, you Gastly will evolve into Haunter at level 25. To get Gengar, trade your Haunter and it becomes Gengar.

Magikarp
first put your magikarp on the top of the team then find a Pokemon then switch out your magikarp with a strong Pokemon then kill the Pokemon.
Train it to level 20.
Catch a Pidgey (anywhere), then train it, leveling it up when possible, until it evolves.
You need to train the Pokemon then it (or they) will evolve. Like the other person said, but do not press anything when it is (or they are) evolving it can make them stop.

You can put an everstone on your magikarp and train it. (An everstone is a hold item that will not let your Pokemon evolve.)Hope that helps a lot!

There are no such things as Best Pokemon. There are tiers, but it depends on personal preference and the ways you train your Pokemon. Of course, there's limits on how far you can train them, like Caterpie, Magikarp, Weedle, etc.
