He's wrong! first of all, in games like ruby, sapphire, emerald, leafgreen, firered, diamond, pearl and platinum, Golbat doesn't usually evolve after level 37... If it does it either means that you:
Are using an EXP Share (which doesn't increase its happiness as fast as an actual battle) or
You fought actual battles with it, but it fainted too ofter (which also doesn't help with its happiness)
And now to answer the main question :
Unlike the previous games, in Pokemon XD : Gale of Darkness, it is extremely hard to evolve your Pokemon who are only capable of evolving with a lot of happiness/friendship (such as Togepi to Togetic, Golbat to Crobat, Elekid to Electabuzz, etc...). So, to speed up the evolution, I suggest you purchase, and use, A LOT of colognes (Vivid Scents would be the best) and use them on the Pokemon (who, in this case, is Golbat). It should help speed up its evolution to evolve into a Crobat.

Pokemon evolve the same in every game as far as i know. To evolve Golbat he must be happy, and also must be holding a Soothe Bell. There is no level it has to be, so you could evolve it from level 1, or level 100.

You may want to visit Dr. Footprint on Route 213 and see how much your Golbat likes you, because with some Pokemon, they must be extremely happy to be able to evolve. My brother is currently having the exact same problem with his Pichu. It is not the case with the Pichu, for I evolved mine, but some Pokemon must be traded to evolve. Therefore I must tell you that trading them makes Pokemon very upset. So...I finally recommend that you give it the kind of Poffins that it likes. You can check up on that by pressing 'X', go to your Golbat, press 'A', and go to Summary. Once in the Summary, go to the Right ONCE. Look at the very bottom and it should say "Likes it...." And it'll say Spicy, Bitter, Dry, Sweet, or Sour. Or it could say, "Happily eats anything." Plus you should use it in battle ALL THE TIME. Or you could give it the EXP. Share, which I discovered with my Pikachu that it works just as well. I can't really think of anything more to tell you dedicated to befriending your Pokemon other than to treat it with respect.

If she says something like, 'Oh. Your Pokemon. It adores you. It can't possibly love you any more. Even I feel happy seeing it." If she says that, go level it up. If she doesnt, well keep going
