The balls were never officially tested in dbz, or GT, but there was talk of 3 wishes before the first voyage to Namek to revive Kami. There is no proven answer, but a rumor going around on earth at the time was 3, so that's a strong number to guess.

If you're talking about the show, the dragon balls may be found on any planet on which a Namekian sorcerer (has magical powers, like healing, but the most important one being the ability to create dragon balls) lives. In the show the only planets we know that have dragon balls are, Earth (sorcerer being Kame) and planet Namek (sorcerer being The Grand Elder, his name is unknown to all but his father).

They don't. If Piccolo and kami die, the dragon balls on earth die. But the ones on Namek still work unless Guru dies.
You may find the Dragon balls in each level you play through in story mode. They are for example in the rocks you smash through on planet namek or in buildings so on that you smash through..
say "SHENRON, COME FORTH" (or something like that) and Shenron comes whooshing out OR with the Namek dragon ball you have to tell the dragon (PORUNGA) to come out in namekian. VEGETA AND YAMCHA LOVER
That depends. The black star dragon balls can do more, but they have consequences. They spread across the entire galaxy after the wish is made, and if they're not returned to the planet that the wish was made on by 1 years time that planet is destroyed. However, they can kill people, unlike the red star balls. The red star dragon balls cannot kill people, but they only go across the planet, not the galaxy. Then there are even more sets, like the namek dragon balls, the old earth dragon balls (made by kame), and the new earth dragon balls (made by dende.)
Get the Dragon Ball's and summon Earth's Shenron four times and get the Dragon Ball's again and then you summon Namek's Shenron.

After defeating Frieza on Planet Namek, Goku used the Namekian Dragon Balls to wish for his friends to be transported to Earth while he stayed behind with King Kai. He was later found by a Ginyu Force spaceship and used it to escape just before Namek's destruction.
