Your Pokemon need to be a higher speed and level than the latias's level and speed for the mean look to work.

Can you really go to the moon if latias is in level 67?
i think you can if latias is level67 you talk to the man in the space center(in mosdeep) and if he says that the rocket is 67%he will say that you can go to the moon the screen will turn black for 1-2seconds and you will be brought to the moon.in the moon you will move ahead and you will find deoxys.if it does not work when latias is 67 level it up to 77level and do the same this time it will work good luck.

How do you catch Latios or Latias without a Master Ball in Pokemon?
Here is how you do so, I know because I used my master ball on kyogre but still caught latias. First you need, ( this also is the exact same for latios) -Latias in your pokedex if you've met battle with it before -a Pokemon with mean look, spider web or block(preferably wobbuffet)have them holding quick claw -20 NEST balls, and 10 ultra balls - a Pokemon with sweet scent( could use Tropius ( the fruit Pokemon) First look in your pokedex to see where she is.(if she is not in your pokedex you have to get lucky by traveling through the hoenn).Once you know where she is travel there ON FOOT, not using fly, and not using a bike. Once you are where you need to be, use sweet scent. There is an 85.7% chance if your in the right area that Latias will attack you. When she does use block, spider web or mean look first and it will Not work if the Pokemon is not holdin quick claw. Once it says that Latias cannot escape attack it with wak attacks until it is in red. Because nest balls work best on weak Pokemon, just keep on throwing them first. If you run out throw ultra balls. As soon as you caught it vola! You have Latias!! -jb4374 Don't use nestballs as nest balls work well on weak Pokemon. Mean Look is effective against the Pokemon Mesprit to prevent it from running away. Keep in mind that Mean Look ends when the Pokemon that used it is switched out or faints.
In Pokemon diamond i used the move mean look and then switched the Pokemon out i did one move and the Pokemon fleed what happened?

Latias will first start appearing in the wild after Steven Stone talks to you in Vermillion City. She always escapes at the start of battle, and she has a rather high Speed stat. Because of this, you might want to equip a Pokemon with the Quick Claw and have it use Mean Look. Her ability: Levitate (immune to Ground type moves) Her moves: Dragon Breath Water Sport Refresh Mist Ball Mist Ball is a Psychic type move, her main move, her most powerful move, and due to a high Special Attack, can be dangerous. A Good Catching Strategy: Have a Pokemon such as Umbreon, Honchkrow, Crobat, or Jynx learn Mean Look. Equip it with the Quick Claw. Once you encounter Latias, you should use Mean Look and switch right on to a Sneasel or Weavile. You would want these Pokemon because they are Dark types and are immune to her Mist Ball move. Also, they can learn False Swipe, which, even if that move was supposed to be a KO move, will leave the opponent with one HP. Do NOT use your Master Ball here. It is not worth it. An Ultra Ball should work nicely here.

it last for the whole battle until the Pokemon faints or all your Pokemon faint

i had just talked to the man in the weather institute on the second floor and he told me where to find kyogre. i then flew to mossdeep city and surfed south from there. in route 127 a wild Pokemon appeared and it was latios. this could have been random or not. i had beaten the elite 4 already and (this probably doesnt matter but) i had rayquaza. this may or may not work for you guys
