well did you have it out in battle? if not it has to be out in battle with latios for arena trap to work. if you did have you trapinch out, then... either arena trap didn't work( witch would be weird) or i don't know. another Pokemon would be wynaut or wabuffet. it has the ability shadow tag and that keeps the Pokemon from escaping. i hope you catch the latios! :) -RR14

Latios is still capable of running away even while a Trapinch with its Arena Trap is in the battle because Latios' ability is Levitate which allows it to avoid the effects of Arena Trap since Levitate Pokémon and Flying-type Pokémon cannot be blocked from escaping via the Arena Trap ability.
You don't actually select when to use a hidden ability. Say your opponent tried to run from battle or tried to switch pokemon, the Arena Trap hidden ability would stop them automatically. (If you opponent is a flying type of has the hidden ability "Levitate" then the Arena Trap ability wouldn't work, but it works for all other type and abilities).
TO get latias in ruby have alot of max repels and surf around mosdeep lilycove and sotopolis she should pop up but she will escape unless you can provent it using a move like arena trap.

It can be if you want it to or you can use it on rayquaza, the easiest way to catch latios or latias without using the masterball is by having a Pokemon that has the abilites: Arena Trap, Shadow Tag and having the Pokemon be sent out first then weaken latios/latias then throw many ultra balls.

Well, no new Pokemon have Arena Trap, but The Pokemon Dugtrio does and Wobbafett has Shadow Tag, which is the same. There is one Pokemon I believe that has Arena Trap as a Dream World Ability...not sure though. Hope this helps!

The best way to stop legendaries from running is make use of moves and abilities that prevent it. Examples are Mean Look for a move and Arena Trap for an ability (Arena Trap won't work on flying types or those with the levitate ability).
