i think you can if latias is level67 you talk to the man in the space center(in mosdeep) and if he says that the rocket is 67%he will say that you can go to the moon the screen will turn black for 1-2seconds and you will be brought to the moon.in the moon you will move ahead and you will find deoxys.if it does not work when latias is 67 level it up to 77level and do the same this time it will work good luck.

Apparently, you must catch all the Pokemon in Heonn, then talk to the guy in the space station and say you want to go to the moon. Then, whilst up on the moon you can find Deoxys. He is level 70 so bring strong Pokemon with you like Raquaza, Groundon/Kyorge or both, Regice, Regirock, Registeel so on so forth.
