If you mean the green power light, perhaps the yellow/red standby light blew out?
If you're referring to the blue light in the disc tray, you can turn this off and on in your Wii settings.

turn wii off first sync the remote to the wii by pressing the ped sync button in the wii remote (next to the batterys) and the second red sync button next to the sd card slot. then power wii up insert game and go to disk channel launch game and press A during the wrist strap warning or the black ops intro. should work

I had the same problem. You have to do a synch with your second remote and the Wii console. The second remote has a synch button that you can see when you open the battery compartment. The synch button on the wii console is behind the SD slot door. Hit them simultaneously while in Toy Story Mania and the second remote will be recognized.
