Because The Sims 3 Pets is the newest expansion pack in the Sims 3 series, and they want you to use the newest one, because they might have done updates on that game to the original game, and you wouldn't get them if you used an older expansion pack. It doesn't matter the order you download them in.

This is a matter of opinion. If you like pets (cats, dogs, horses and such) then pets is a good investment. If not, then you could skip Pets and never miss anything that you wanted to do.
