um.....first you have to go to the highest level in the lavender tower and then when you get to the fleet of stairs there will be a ghost that appears and then you will use the silph scope. It is a ghost of a lv30 marowak but don't try to catch it. it will say tht it dodged it but the truth is that it is a ghost so DO NOT try to catch it or you will waste a perfectly good pokeball.
