Why can't you have more than three A Legendary Ocean and Lemuria the Forgotten City in the same deck in Yu-Gi-Oh?

Both cards say "This card's name is treated as Umi" and that counts for everything, it counts while it is in deck and in hand, and it counts for deck construction also. Deck construction rules say you can't have more than three cards with the same name, and since both cards are called Umi, you can't have more than three of them in whichever combination you use.
The Harpie monsters are a good example and counter example. Many Harpie cards say they count as Harpie Lady, and this counts for deck construction too. But some say they only count as Harpie Lady while on the field or the graveyard. These are counted as using their regular printed name for deck construction.
