It is beleived to be Dr Maxis out of Call of Duty: WaW. Though he has the same markings on his upper forehead as Clark (Black Ops Campaign), who was associated with the numbers project. And the Pentagon Thief has a red glow about him that consists of numbers from the numbers project. But no one truly knows for sure who it is.
