I would choose the Arbiter for one reason only.Rage.It allows you to take full control of the Arbiter and he can be extremely dangerous If used correctly.Not to mention when he inflicts a fatality he gets some health back.Thats If you have upgraded his rage enough.Hope this helped! :)
